Thank you for the inquiry. Scalr does use a hierarchical model that does allow for division of multiple Organizations or Business units, but you will only have full access to the top levels of this hierarchy with Enterprise Scalr. Example documentation for Accounts and Environments in Enterprise Scalr is available in our Wiki. As a Hosted Scalr customer, your account will translate to the "Account" level scope within Scalr. You will be able to add multiple Cloud Credentials for all of your various cloud platforms, and add Environments to your account, but you will not be able to create new Accounts. Depending on your specific use case and needs, you may be better suited to look in to Enterprise Scalr vs Hosted Scalr so that you will be in control of the entire Scalr environment.
