Create server snapshots: PV vs HVM instances on AWS

The documentation states a difference in snapshotting a "Linux and PV" server or a HVM host.

Linux and PV host: a new volume is attached to the host, all files are copied there and then the volume become an Image.
HVM host: a snapshot is taken from the Root volume and it becomes the new Image.
In which case a reboot is required?

    HVM snapshot includes reboot, which is triggered by CreateImage AWS API call.
