Hello.
I'm curious, how scalr determine that aws zone is not available?
For example, I have a farm role which distribute instances in two subnets, and the "Min instances" in scaling settings is set to 4. So Scalr launch the 2 instances in each subnet.
What happens when one of the zones became unavailable? Will scalr launch 2 more instances in second zone, to provide the minimum number of instances.
I was trying to reproduce this situation. I've created the test subnet, and add it to farm role, and then delete this subnet through aws console. After that I launch the farm, - scalr creates one instance in available zone, and attempts to launch 3 instances in second zone which has been deleted. All this instances hanging in "pending" state, and nothing happens.

    Scalr will launch server in another AZ if Amazon API will return that you cannot launch instances in specific AZ.

    In your test you've removed object outside scalr which created broken configuration on scalr side.
