scalarizr install failed, left instance in pending state

From /var/log/cloud-init.log on EC2 RHEL7:

Manually running the cloud-init script got the instance into "Initializing" state. This is happening to all the instances that are building today. Neither my AMIs nor any automation scripts have changed.
