RHEL 7 root partitions aren't resized when specifying size

After changing the root volume size in the farm role configuration on a RHEL 7 instance, the root partitions of new instances do not reflect the new size. The partition has to be deleted and recreated with the new size using fdisk, only then can the filesystem be resized.

    Rootfs resize is coupled with OS partition layout. There are lots of possible layouts among popular AMI providers. This makes this feature risky - it's possible to lose data. That's why we don't implement it.
